On Rosh Hashanah it is written

Al Te'atzeivu (Do Not be Sad)
From Nehemiah 8:10.

v'shilchu manot l'ein nakhon lo.
Ki-kadosh ha-yom la'Adoneinu v'al-te'atzeivu,
ki-chedvat Hashem hi ma'uzkhem.

and send portions to those who have nothing.
For this day is sacred to our Lord, and do not be sad,
for the joy of the Lord is your strength.

In chapter 8 of Nehemiah, the day is Rosh Hashanah and the Jews of Jerusalem, many of whom have returned from exile, are gathered at the Water Gate. Ezra and Nehemiah, who are trying to restore their faith in God and bring them back to the ways of the Torah, are standing on a platform reading the Torah aloud, and the listeners are weeping as they hear the Torah's words, because they realized what they had forgotten about God and the Torah. Ezra and Nehemiah encourage them with these words, telling them that this day is holy to God and they should not be sad. Instead they should find joy in God and in following the ways of the Torah.
